Determining if you have a ground water problem is easy! Simply wait until you have a few days of dry weather and dig a hole 12"-18" deep. Wait a day or two and check the hole for water. If you have water in the hole, it's a ground water problem and you need a French drain. If there is no water, you probably have a surface water problem.
